Compliant Spa Barriers for Safer Homes & Businesses

All spas in Victoria – whether indoor, outdoor, in-ground, above-ground, or relocatable – must meet strict safety regulations if they are capable of holding more than 300mm of water. This includes having a compliant barrier that restricts access and meets the Australian Standard AS1926.1-2012.

At Aqua Dreamz, we provide professional inspections and issue Form 23 Spa Safety Certificates, helping you stay compliant with Victorian Building Regulations.

What Is a Spa Safety Certificate?

A Spa Safety Certificate (Form 23) confirms that your spa’s barrier meets current safety standards. Once compliance is confirmed, we issue the certificate for submission to your local council. This certificate is valid for four years and must be renewed regularly to maintain compliance.

  • Is not emptied immediately after use
  • Is installed in a private home, rental property, hotel, motel, caravan park, or shared commercial space
This includes:

  • Indoor spas used regularly
INCLUSION

Common Issues Found in Spa Barrier Inspections

  • Spa gates not closing or latching properly
  • Any property owner registering their pool or spa with a local council
  • Climbable objects (e.g. chairs, storage boxes) near the spa fence
  • Latch positioned too low or difficult to access
  • Gaps or openings near doors or windows providing access to the spa
Our inspections focus on identifying and resolving these issues efficiently, helping you avoid delays and fines.
