Compliant Spa Barriers for Safer Homes & Businesses
All spas in Victoria – whether indoor, outdoor, in-ground, above-ground, or relocatable – must meet strict safety regulations if they are capable of holding more than 300mm of water. This includes having a compliant barrier that restricts access and meets the Australian Standard AS1926.1-2012.
At Aqua Dreamz, we provide professional inspections and issue Form 23 Spa Safety Certificates, helping you stay compliant with Victorian Building Regulations.
A Spa Safety Certificate (Form 23) confirms that your spa’s barrier meets current safety standards. Once compliance is confirmed, we issue the certificate for submission to your local council. This certificate is valid for four years and must be renewed regularly to maintain compliance.

Who Needs a Spa Certificate?
A certificate is required if your spa:
Holds more than 300mm of water
Is not emptied immediately after use
Is installed in a private home, rental property, hotel, motel, caravan park, or shared commercial space
