Obtaining a Pool Safety Certificate (Form 23) is a legal requirement for all Victorian properties with a pool or spa capable of holding more than 300mm of water.
What is a Pool Safety Certificate (Form 23)?
A Pool Safety Certificate (Form 23) confirms that your pool or spa barrier complies with the relevant Australian Standard and your local council's safety requirements. It must be renewed every four years.

When is a certificate required?
- When registering a new or existing pool or spa
- Following barrier modifications or renovations
- Every four years from the date of your previous compliance certificate
- Before the deadline provided by your council (following pool or spa registration)
Our certification process
1. Initial Compliance Inspection — $299
We carry out a full barrier inspection. If your pool or spa meets the standards, we issue your certificate on the spot.
2. Detailed Compliance Report (if not yet compliant)
If there are issues, you'll receive a report outlining all non-compliant items, clear and practical solutions for rectification, and photos and notes for reference.
3. Re-Inspection — $180
After making the required changes, book a re-inspection. If the barrier is now compliant, we issue your Form 23.

Four years from the date of issue, unless major structural changes are made to the barrier.
What happens if I fail the first inspection?+
You'll receive a full report with photos and instructions. Once issues are fixed, you can book a re-inspection within 60 days.
Is a certificate required for portable pools?+
Yes — if the pool can hold more than 300mm of water and is set up for more than a few days, it must be registered and certified.
Can I inspect the barrier myself?+
Use our self-assessment checklists as a guide, but a registered inspector must conduct the official inspection and issue the certificate.
