Form 23 certification for indoor, outdoor, in-ground, above-ground and relocatable spas.

All spas in Victoria that can hold more than 300mm of water must meet strict safety regulations, with a compliant barrier that meets Australian Standard AS1926.1-2012. Aqua Dreamz provides professional inspections and issues the Form 23 Spa Safety Certificate you need to comply with the Victorian Building Regulations.

What is a Spa Safety Certificate?

A Spa Safety Certificate (Form 23) confirms that your spa barrier meets the required safety standards. Like a pool certificate, it's valid for four years and must be renewed regularly.

Who needs a spa certificate?

You'll need a certificate if your spa holds more than 300mm of water, isn't emptied immediately after use, or is installed in a residential, rental, hotel, motel, caravan park or commercial space. A certificate is needed for:

  • Built-in spa baths that hold water permanently
  • Outdoor spas and spa pools
  • Relocatable spas
  • Indoor spas used regularly

Our inspection and certification process

Spa Barrier Compliance Inspection — $250

We inspect your barrier to ensure it prevents unsupervised access, that gates are self-closing and self-latching, that climbable hazards are removed, and that height, spacing and latch positioning meet the standard. If compliant, we issue your Form 23.

Compliance Report (if issues are found)

You'll receive a detailed report covering the areas needing adjustment, with photos, practical steps and a 60-day re-inspection timeline.

Re-Inspection — $180

A second inspection after you've made the adjustments. If the barrier now meets the requirements, we issue your Form 23.
